Import entire existing bibliography (pdf) into Zotero or Juris M

Hello. I have come across a publicly available bibliography in pdf form online. I'd like to export the whole bibliography into JurisM or Zotero - does anyone know how to do that?

For clarity, I am not talking about grabbing bibliographic details from a single article which happens to be in pdf. Thanks!
