Why do first names come first (before last name) in refense list fot Elsevier Style (with numerics)?

Hello,
The last names should come first in refence list for Elsevier style with numerics. but that is not the case for. Can anyone help me please?

The style is for a number of journals, including e.g. Acta Astronautica, that indeed have first name initials first: https://www.elsevier.com/journals/acta-astronautica/0094-5765/guide-for-authors#68000

Why do you think this is wrong? Are you looking at a particular journal?

The journal I am interested in is Soil Dynamics and Earthquake Engineering, in which last names come first. I didnt know other journals in Elsevier use first name initials.

Is there a way I can adjust the setting to last name initials first for my case?
