Zotero Chrome Extension not enabling tool in Google Docs

I've been trying to get Zotero working with Google Docs and it won't work. I've searched for other support threads (like https://forums.zotero.org/discussion/comment/340620) and have tried un-checking and re-checking the Google Docs advanced setting for Zotero Connect, but I still can't get it to work in Google Docs.

    It seems like something may be preventing extensions from running on Google domains. You have a large number of extensions installed, some of which look to be institutionally managed, so it's likely either from one of those or from some other institutional restriction put in place.

    You can try disabling other extensions to see if that helps, but if not, you can try using Firefox instead if that's a possibility.
