That's a more serious error from macOS — not from Zotero — that likely means the file is truly damaged on disk. That's a lower level of damage than DB corruption. The DB Repair Tool doesn't even come into play until you're able to handle the file normally in Finder.
Your best bet is to try restoring from one of the last automatic backups in that folder.
