Upgrade StorageCreating group library while client syncs doesn't sync library.

I think this is a bug (latest beta, 5.0.66-beta.8+a57d38aa2). Steps:
(1) Open Zotero so that there's lots to sync
(2) Create a new group library using the web interface
(3) Wait for Zotero to finish synching: The new library hasn't appeared.
(4) Hit the sync button: Then new library appears.
