sync failure? Cannot find attachment error

This has been getting worse over the months.... The debug covers a sync and an effort to open the record.

    forgot to say that the file exists can be accessed on zotero storage.

    Attachment file 'C:\Users\[…]\Zotero\storage\6JMMMCQ5\[…].pdf' not found
    That file doesn't exist online, and it hasn't changed since November 2016. See the steps again — you have to verify that the file is accessible online, and if it's not then the problem is on the computer where the file exists, not this one.
