Extracting Annotations

I extract annotations and they are not decipherable. They are written in all caps of jibberish letters, almost like they are HTML. The notation of source are readable but not the annotations themselves. Help! How do I extract annotations that are readable?

    Extraction is based on the underlying text in the PDF. It sounds like this document has a very poor scan/text recognition. You would probably see similarly bad text if you manually copy-pasted some text out. You can try to use your PDF program (e.g., Adobe) to redo the OCR text recognition and get better results, then extract again.
