Free Zotero storage for low/middle income users

I searched the forums for an answer to this, but can't find it: does Zotero waive storage fees (for storage beyond 300M) for users in low/middle income countries? This would be similar to what many open source journals do with publication fees.
We are starting a research course in Rwanda and this would be very helpful for the participants.

Reference storage without attachments (you can choose whether to sync the attachments or not) is always free.
Another option is to not sync the attachments to Zotero and have the attachments (only the attachments, not the entire Zotero directory) stored in a Dropbox-synced folder. This should in principle also work for groups I think but I have not tested this.
