Drag Drop to Link File not working osx 10.11

Can't seem to get the drag drop to link to file option to work on osx 10.11 using the Command+Option+Drag move.

Anyone else having this issue?

    I find it kind of working on OSX 10.13.6 - however about half the time it copies in the source file instead of just a link to it. Can't figure out when it will do which yet.
