Chicago 17th ed. Full notes on subsequent citations?

I am using Chicago Manual of Style, 17th edition (full note) in Zotero. On subsequent citations of the same item, this style only prints an abbreviated version, like so:

James A. Caporaso and Sidney Tarrow, “Polanyi in Brussels: Supranational Institutions and the Transnational Embedding of Markets,” International Organization 63, no. 4 (2009): 593–620.

Anita Heindlmaier and Michael Blauberger, “Enter at Your Own Risk: Free Movement of EU Citizens in Practice,” West European Politics 40, no. 6 (2017): 1198–1217.

Caporaso and Tarrow, “Polanyi in Brussels.”

How can I disable this behavior and enforce a full citation always? Does a style like this already exist in the repository (and I just couldn't find it), or would I have to edit the original file?
