Upgrade StorageRepetition of the same citation?
I am trying to add a citation for a website in my manuscript and the prior citation keeps repeating instead of moving to the next #. thoughts? help please! thank you!

I am trying to cite a PDF from the center for medicare services website. I think that may also be the problem??
Note, though, that you want to cite a Zotero bibliographic item, not just the PDF attachment file. Right click on the PDF and choose Retrieve Metadata or Create Parent Item. For this item, change the type to 'Report' and fill in the metadata (authors, title, date, etc.). In the future, it is best to import items into Zotero using the browser button:
