Turning off file sync does not prevent PDFs from being added when using Save To Zotero
I like using the Save To Zotero extension to add papers to my Zotero Standalone, but I don't want to add the PDFs, only the metadata. Turning off file sync from Zotero->Preferences does not take care of the issue, as I can still see the Full Text PDF in my Standalone library and when I double click it the PDF opens. How can I make sure that Save To Zotero won't attach PDFs to my papers?
More broadly, the reason that I don't want the PDFs is because I like to save PDFs on Dropbox and attach links to the Zotero items. In principle I wouldn't mind using the Zotero storage, but what I really don't want is that some of the files be in Zotero Storage while some are on Dropbox. Since not all PDFs can be saved automatically to Zotero Storage and I need to download some of them manually, I would much rather that all files be on dropbox. Any advice on how to do that (other than delete the automatically-saved-PDF from Zotero and then attach a link to the file on dropbox)?

That said, you can turn that off using the "Automatically attach PDFs" option in the General tab of the Zotero preferences.
File sync only affects whether files are synced between computers, not whether they're downloaded.
