best way to cite author?

this question is not directly related to Zotero, but to citing in general.
Which way of citing the author in the image below would you advise me? I.e. referencing to Argenti once or twice in the paragraph?
I'm using APA syle citations.

- but the first one - i.e. the direct quote - needs a page number.
Also, the first sentence is garbled, should prob. read "have been known to some"
(also it's bad style, because it's an unecessary passive voice, preferably do sth. like "Authors like Argenti (2004: xx) have called NGOs "the moral..."")

I've found two conflicting sources of using ibid.
http://referencing.port.ac.uk/apa/faq.html#15 (tells me to don't use it)
http://www.cyc.uvic.ca/apaweb/index.php (says it's okay to use it)
(if you use my suggestion above, you can avoid the issue altogether by starting the second sentence with "Argenti also suggests..." - in which case you wouldn't need to re-cite him/her)
