How would you categorize this item?

Hi all

I am having a bit of an issue with this one: how would categorize the following series of "issue briefs" that the FAO published in parallel of their 2009 "High Level expert forum"?

I hesitate between "conference paper" and "report" at the moment, but nothing feels right... And what should the author be? (i.e. what is the role of the FAO)

    yeah, I'd definitely go with report.
    I'd do FAO as author, Something like Feeding the World 2050 issue bief as Report Type and then either FAO or the secretariat of the conference as the publisher.
