If you don't need the Zotero data on Computer B, you'll likely have better luck starting from scratch by using "Restore from Server" in the Reset tab of the Sync pane of the Zotero prefs.

Yes - that worked. But there is some strange behavior. I sync Computer A and B (they should have identical items and attachments at this point). Then, I edit one file attachement at Computer A and sync with server. Now, I syn Computer B - it download 1 file (appropriately), then uploads 19 files.
I get this odd behavior on both computers where they download/upload many attachment files although only one has been modified. The times on both computers are off by 1 minute - does that matter?
