Upgrade StorageFailing sync

I accidentally submitted the report twice - sorry.
I am having trouble syncing. One computer syncs fine, always within minutes. The other is set to auto-sync and the arrows spins continuously whenever Zotero Standalone is open. This has happened for the last 2 days despite computer reboots.
It's not an intermittent sync problem as described here:

It's a repeatable and consistent problem. I'm on Zotero 4.0.19 and Firefox 28.
Any suggestions?
