Second Instance of Citation not showing up as short citation

I have used Zotero for a while and always found it useful. Lately, I've had a problem that I can't seem to resolve: It used to be that the second instance in which a given title was cite would appear (as it should) in a short form. E.g.:
1. Joe Smith, Wrote a Book (Cambridge: Cambridge University Press, 1888), 188.
2. Smith, Wrote a Book, 23.
But now I can't get this to work. I've tried a number of different citation styles including the Chicago MLA and the History & Theory. But I wonder if the problem is not with the particular style that I am using.
Does anyone know how to trigger the use of short titles on secondary citations? I am fairly certain that I've had Zotero working this way at other times...
