I reformat my computer, but I don't know how to transfer my Zotero library off of the server to my computer. Can someone please help?

You're also encouraged to have a local backup of your Zotero data directory, because syncing is not a good form of backup. If you already have a copy of your old data directory, you can also restore it (follow steps in the link above).
