Can you suppress cross-referencing on individual basis?

When I cite a reference that was cited earlier in the article, I'd sometimes like to suppress cross-referencing (e.g., ***, supra note **, at ***) and treat it as if it is appearing for the first time. Can I choose to suppress automatic cross-referencing on an individual basis?

no. you're probably best of just manually editing that citation - I don't see how we could reasonably implement such an option (considering that it is _very_ rare).

If the aim is to restate the full citation when it is too far separated from the earlier reference, CSL has a "near-note" position condition and companion "near-note-distance" configuration attribute that may be useful:
