  • Do you have access to the fulltext article?

If you do, then follow the steps on http://www.zotero.org/support/troubleshooting_translator_issues and provide a Report ID if you get to step 11.

    If no, then...

    As per http://www.zotero.org/support/known_translator_issues
Due to recent changes in JSTOR, the translator only works when you have access to JSTOR (i.e. you can download articles). You will not see an icon in the URL bar otherwise. This is a permanent limitation.
In which case the DOI translator kicks in, because there is a DOI on the page.
    From http://www.zotero.org/support/troubleshooting_translator_issues
If you see a Zotero icon in the browser address bar when viewing a supported web page, hover your cursor over the icon. The tooltip shows which translator Zotero will use for the site you are viewing. If the displayed translator is incorrect, post the site name, a URL, and the name of the incorrectly detected translator to the Zotero forums. Note that “Embedded Metadata,” “DOI,” and “COinS” are generic translators, and Zotero will not be able to save automatically from all sites on which it appears. Also PDFs will usually not be saved automatically on such pages.
If you do see the DOI translator, then the following from http://www.zotero.org/support/known_translator_issues likely applies
The DOI translator is a translator that scans webpages for DOIs, and collects the item metadata by using Crossref's DOI lookup service. If the DOI translator gives an error, either the translator mistook something on the webpage for a DOI, or Crossref doesn't (yet) have any item metadata available for the DOI.
JSTOR reports 10.2307/2776497 as the DOI for that article, which is not registered. http://dx.doi.org/10.2307/2776497

That's currently the state of JSTOR translator. I see that there is some metadata on the preview page that we could possibly scrape. I'll look more into the JSTOR translator when I get a chance to improve this.
