specify when a URL should be listed in the bibliography
Often we like to have links in the right wing pane indicating where we got the entry from, additional information or whatever.
But, personally, the only time I need a URL listed in the Bibliography of an article, is when referring to standard HTML pages (not PDFs, not Articles, or the like)
