Add Note From Annotations Option not Present for pdf file

When I drag a pdf into Zotero manually from File Explorer and use Zotero's Reader to make highlights/notes, there is no option when I finsh and right click to Add Note from Annotation like there is on other pdfs that are in he sytem through saving in the browser Zotera add function. Is there a way to get this function for these types of pdf files?

The attachment needs to have a parent item (i.e., a metadata item). It sounds like you might only have a standalone attachment.
