The computer and iPad have added WebDAV servers respectively, and the verification is successful. The computer can open the PDF file smoothly, but the iPad can't download it all the time, and there is an error prompt,“The attached file is not available on the WebDAV server.Please check that the file has synced on the device where it was added."

But in general, see Files Not Syncing. The most likely cause is that the files haven't been uploaded to the WebDAV server, so you should check that first.
