PDF sync fails between iPadOS and Desktop applications.

I downloaded the latest versions of the iPad and the desktop application. But whenever I add an item through one application (say desktop), I cannot access it on the other application (iPad). For example, when I add something to my library by dragging and dropping it into the desktop app, then I cannot access that pdf in the iPad application and vice versa. In both applications, I can see the item that I added though, even the metadata, but I cannot see the PDF file.
