PDFs not available in web library

Hello, I'm using webdav to sync and have confirmed that specific pdf files are syncing to my webdav location (by searching local PDF filenames on the webdav location), but in web library my PDF attachments do not open. I can see the filenames under attachments tab but cannot open the attachments. I reset sync history and sync'd again. After that it looks like a few references have PDF files attached -- in the preview pane in the attachment tab of these references I see the hyperlinked sections of the pdf, and if I click on one of those a pop up appears offering the link to the PDF and one of the options to open it. When I click that open button, stand alone zotero runs, and then the PDF opens in adobe. Can you tell me what I'm doing wrong? Thank you!
