How do you get an intent citation to start on the correct number?

It will certainly start on 1 in a new document. If you're getting 3, you have existing citations in the document. If you can't find them, toggling field codes might help.

Problem solved! I magnified the view of my document to 200%. Superscripts were found in random places I never intended them to be placed. I deleted them and everything went back to normal!
