tried to create a Group Library but the "name was taken"!

I tried to create a Public Group Library called "Robotics", but surprisingly got an error saying a "Name Not Available". I was able to create a Private Group Library with this name. I did not realize that namespace inside a user's Zotero account was limited. Is this a bug or a feature?

Public groups can be transferred between users and aren't namespaced to a given account.
