Missing un-populated fields from Info section

On the web platform for some reason the Info section is missing the fields in the info section that do not have any information in them. This is not a consistent issue which makes it more frustrating.

    In the web library, the fields are not visible if they're empty and you don't have access to edit (either not logged in, or logged in with an account that doesn't have access to edit).

    (Also if you're on a small screen, or made your window narrow, in which case the web library uses a stacked layout with the item pane below the items list. In that case, there's a "Show Empty Fields" link in the item pane to show empty fields for editing.)
