I also tried to get a debug ID from Zotero itself and got a “unable to get ID” message. Then I went to Debug output and below is all the text that I cannot submit to you directly.
This means your Zotero isn't able to connect to the network at all, so various things, including attachment downloads, won't work. See Connection Error for ways to fix this.
Going in via the university library site. I can get the snapshot but not the pdf.
