Sync off behavior

I want to have all my attachments only on the local PC.
I turned Data Syncing ON, and File Syncing OFF
For some reason, when I delete a PDF attachment in the online library, it also gets deleted on my PC.
Is this the expected behavior?

    An attachment item is data. File syncing refers only to the attached file. You're simply deleting attachments in your library, which will sync to your local computer.

    If you don't want to use online file storage for your personal library, you can disable file syncing and purge online files from the storage settings page.
