Can't edit citations in Word 2016

I recently encountered a problem editing notes in Word (Windows) 2016. I can insert a end/footnote fine, but if I go back and put the cursor next to the note and click to edit the reference, it insists on just adding another note, not going into edit mode. Any suggestions? I tried reinstalling the Word add-in, but it didn't make any difference.

    Have you tried putting the cursor _into_ the note?

    Yes -- the citation dialogue box comes up, but it's just like I'm adding a new citation. I can't figure out how to add to or manipulate the old citation from the edit note interface.

    which citation dialog is that? The classic one that shows your whole Zotero library or the regular search box with a red frame?

    The regular one with the red frame. I can toggle between the two.

    Could you try in a new document with an in-text citation style (e.g. American Psychological Association) if that has the same problem?

    Yeah, that seems to work ok.
