Downloading PDF from IEEExplore

Since few months, the pdf is no longer downloaded.
Only the abstract is registrated.
I've tried many things (creating new library, updating zotero, updating the connector) but it is useless up to now.

could we get a URL you're downloading from exactly as you see it?

The problem is the same for all the paper from IEEExplore database but anyways, here's an example where it happens :
