Upgrade StorageSyncing online and desktop/add-on versions

I am wondering if anyone knows whether there is a way to ensure that your citations stay in the online version if you download the desktop or web add-on version. I ended up losing ALL of my citations that were on the desktop version before because I expected them to sync to the online account and they didn't. I am working on a book, and my research assistants need to access the citations so we have a group library, but its annoying to work from the web version at all times.
Does anyone know how to ensure the web and desktop versions are always synced? (and make sure that those changes appear to the whole group of people in a library?)

adamsmithKeep automatic sync enabled https://www.zotero.org/support/sync and make sure you don't have any sync errors (red exclamation mark next to the green sync button).
