Title casing should ignore smart quotes

Zotero treats a curled/angled quote (which may have been pasted in) as the first letter of a word when applying title case.

To reproduce:
Set a report title to:
‘catchy phrase:’ a test of zotero title casing
Right click and set Title Case
Actual results: ‘catchy Phrase:’ a Test of Zotero Title Casing
Expected results: ‘Catchy Phrase:’ a Test of Zotero Title Casing

This works fine with straight quotes. The inconsistency is a bug.
  • That's for citations or the built in title casing?
  • This is a string which is the value of a Title field on a Report item. I'm right-clicking on it to see Transform Text -> Title Case. So, it's the text of a resource that might eventually be used for a citation, using the built-in title casing functionality. Does that make sense?
  • yes. The code for citations is in an entirely different place, that's why I'm asking. This should be a pretty quick fix.
  • With some thought, a single character edit in the source *might* be a fix.
    Feel free to see if this does the trick.
