Upgrade Storagenew locale language (which steps)

i wanted to make a new Croatian locale to modify one citation style. but i'm totally new and i'm still learning so i'm not sure exactly which steps should i take.
please can someone see the next threads and try to explain me what should i do:

In the meantime, you should be able to include the entire Croatian locale data within your style of interest. An example of this can be seen at https://github.com/citation-style-language/styles/blob/master/foerster-geisteswissenschaft.csl

i want there manual to put croatian locale. i tried to merge it with your proposition (https://github.com/citation-style-language/styles/blob/master/foerster-geisteswissenschaft.csl) and i just renamed the items form german to croatian or serbian latin.
so, my question ist: which part should i cut from your proposition and where should i paste it in original csl?

In particular, the names of months are not in Croatian.
You can fix the errors in the localization and then submit them with a pull request on github.
