Multiple computers, not syncing

I have a desktop, laptop both Windows 11. Using the latest version of zotero 9.06.
I use dropbox, but have files saved to the hard drive disk space outside of dropbox on each computer.

When I add a file on one device, I can't open it on the other, it will error saying can't locate the file. Interestingly, the path in the error message is IN dropbox.

I see an entry in the zotero storage folder on the harddrive, but the folder does not contain the pdf.

What do I need to do to correct this? I have sync set up. Is it an attanger issue?
