imported html entities shown as such
example:
import from

Title: The sculptor's studio: etchings by Picasso. With an introduction
shown in Zotero (v. 1.07) as
The sculptor's studio: etchings by Picasso. With an introduction
This doesn't make any sense as far as I'm concerned, so I don't expect a switch to toggle this behaviour, and in fact I didn't find one.

dstillman Zotero TeamLibraryThing is URL-encoding the HTML entity rather than URL-encoding the original character, so Zotero appears to be behaving correctly. You might want to contact them.
